Data released by the Labor Department on Thursday showed that the number of initial claims for unemployment benefits fell by 10,000 to 222,000 in the week ending May 11.
The median expectation in a Bloomberg survey was 220,000.
New York state, which saw a spike in claims during spring break for New York City public schools, has seen a decline.
Employees such as bus drivers can claim this benefit during school holidays, which tends to cause single-week data to fluctuate during and after the holidays.
Continuing claims rose to 1.79 million for the week ended May 4.
